Are there any good tools for creating pseudo text (single or multi-byte) for string files? I'd like to internally test iteratively before sending a final release to my localization vendor.

Pseudo translation is fairly easy in itself. You basically change one letter for another. The trick is identifying the text which is to be translated without touching the programming code. So the hard part is the parsing of files. You may want to look at http://www.alchemysoftware.ie/products/catalyst.html which supports quite a number of file formats.

The Translate Toolkit provide podebug which can do a number of pseudo translations on PO, XLIFF and other localisation formats.
